Riding arm in arm is an age old discipline for bicyclists in love. Perhaps because of the intoxicating cocktail of frost and sunlight we had today, we here see it in the superior hand-in-pocket variety.
NOTE: If you want to try it out for yourself, make sure that the two handlebars operates at different heights :-)

Nice shot, but I think you're mistaken as to the motivation. The guy's riding one of those trendy fixed-wheel and no brakes bikes, and cannot stop. The Superwoman has spotted his problem, and has ridden up & grabbed his arm to slow him down - in the nick of time, as just out of shot on the right is a group of school children carrying kittens, that he would have otherwise run over. :-P
